FSAP Membership Requirements

To become an active or affiliate member of FSAP, you must join the National Association of Parliamentarians (NAP), FSAP's parent organization.

Provisional members of FSAP Units do not have to join NAP until they are ready to become an active member. Provisional members can be members of FSAP, but they must also be a member of a local unit.
 
Dues

Annual dues for Unit members are $25.  
Annual dues for Memers-at-large are $30
Annual dues for Provisional members are $25
Annual dues for Student members are $12.50
 
Dues for all members except Provisionals, are to be sent to NAP headquarters by January 1.  You will be billed by NAP. 
Provisional members' dues are to be submitted to Nancy Dauster, Second Vice President and Membership Chairman, by January 1.
 
 
Every member will receive a copy of The Florida Parliamentarian.

 
NAP Membership

To become a member of NAP, you must successfully pass a basic membership examination consisting of 100 questions based on the current edition of Robert's Rules of Order Newly Revised (RONR). A minimum score of 70% is required. 

You can join a local unit as a provisional member while studying for the NAP membership exam.  Knowledgeable unit members are a great resource for provisional members.


About the NAP Membership Exam

All 100 (true/false, matching, multiple choice) questions on the membership test are taken from a bank of 300 study questions covering the basics of parliamentary procedure and include

  • Precedence of motions
  • Contents of bylaws
  • Order of business
  • Steps in handling a motion
  • Vote or action required for ranking motions
The book of 300 study questions is available online at www.parliamentarians.org and can be ordered in paper format from the NAP Bookstore. 

An application for membership is included when you purchase the 300 questions or you may download a copy in PDF format.  The process is outlined on the back of the application.  A single check for both national and state dues must be included with your membership application.

You will need to arrange to have an NAP member or a responsible member of your community monitor your exam.  There is no time limit when taking the exam; however you and your monitor should plan on up to one hour for the test.  After the monitor mails your test back to the NAP Membership Examiners Committee, you will receive your results within a few weeks.

Independent Study


The University of Wisconsin Extension offers an Independent Learning Course entitled "Introduction to Parliamentary Procedure:  Dynamics of Leadership."  This course will earn the student 14 Continuing Education Units (CEU) in addition to eligibility to join NAP without further testing.  The University also offers the course online:  search for "parliamentary" in the course catalog.  For more information:
